Training on Climate Change Adaptation for Rural Human Settlements in 22 District Municipalities in South Africa |
The training programme is part of a strategy by the Department of Environmental Affairs & Department of Rural Development & Land Reform to integrate Climate Change resilience in spatial planning, rural development & human settlements. The training covered 22 rural districts across the country targeting personnel from various departments working in the fields of rural development, human settlements & environment.A total of 667 officials were trained.
Training Manuals for Councillors, Authorised Officials & Appeal Authorities in Compliance With Spatial Planning & Land Use Management Act (SPLUMA) |
This project was delivered to Department of Rural Development and Land Reforms. The purpose was to develop training manuals to enable the new Municipal Planning structures as developed by SPLUMA function efficiently in respect of land development processes.
Specifically, the manuals were developed to address the following:
- Terms of Office of the Appeal Authority (AA) & Authorised Official (AO) members
- Disqualification of Appeal Authority members
- Jurisdiction of Appeal Authority
- Determination of Matters before the Authorised Officials & the Appeal Authority
- Clarification of the roles & functions of Councillors.
Development of Training Materials & National Roll Out of a Training Program for the Implementation of Spatial Planning & Land Use Management Act (SPLUMA) |
The objective was to develop generic core training material to support provinces & municipalities in discharging their respective duties in terms of the SPLUMA. The training materials were accompanied by a national training program to ensure that the new Act is effectively & efficiently implemented by empowering & sustaining the entities that are responsible for dealing with land development application decisions & appeals in terms of the new legislation.
